Judge Isaac Charles Parker, 1838 - 1896, presided over the Western District Court of Arkansas for 21 years, during the western expansion of the United States.  He is called "The Hanging Judge of the American Old West" and he was the man to handle that frontier violence. He was a Missouri Congressman, but his legacy is that he tried over 13,000 cases, convicted @ 9,500 suspects, and of the 160 sentenced to death by hanging, 156 were men and 4 were women. 79 were actually hanged and it is said he attended every one. He held court six days a week for ten hours a day; his jurisdiction covering cases from Kansas to Texas
